This chapter deals with criteria that allow us to understand the relationship between economic development, maritime transport and the condition of power of countries that use the oceans efficiently and effectively and their impact on the development of humanity, with regard to being in present times, by using satellite systems, a process of essential use in the transport of cargo and more specifically in the interoceanic domination, and with this expansionism. Colombia’s situation is carefully reviewed with respect to the use of its maritime platform and what is being done with it today since the largest poverty settlements in that country are on the seashore, eg, the situation of the Province of Choco and the province of La Guajira, where the presence of the State is socio-economic and geopolitically lacking and the central government is in debt with these regions.
