Act,. 1994). labels. them. as. such,. and. because. linguistic,. psychological,. social,. and. cogniti e. de elopmental. issues. are. taken. into. account. in. program. design.. They. are. sometimes. labeled. enrichment. because. a. central. tenet. of. such. programs. is. that. a. language. should. be. added. to. the. one. the. children. already. know. and. that. children’s. academic. growth. in. both. languages. should. be. fostered.
